This project was initiated by the municipality of Beit Sahour beginning of year 2004 as a result of the investment planning project which was completed in 2003. The municipal realized the need for a modern management and financial system and contracted IDMC to do the work. Organizational structures of municipalities have been built discussed and approved by Municipality Council. In addition management and technical procedures and work systems were developed and implemented. Municipal staff was trained on how to use the new system to improve the quality of services and reduce costs.The project lasted for 8 months
