This project came at the beginning of presidency of President Abu Mazen and consisted of several overlapping phases. First we conducted a strategic analysis of human resources in the headquarter Offices in Ramallah and Gaza; this was a first step to prepare a strategic plan for developing human resources. Second the organization structure process and model were developed and a modern organizational structure was endorsed by the President early 2007. The second phase of the project consisted of the construction and implementation of the human resources management system including policies and procedures combined with supervising some activities in the planning and IT departments. This phase lasted until end of the year 2009. Project included many training workshops and meetings in various areas of human resources development and management.
