In line with the ministry policy in facilitating the provision of services the goal of this project was to study and plan services so that ministry would provide them in its district offices i.e. without the need to visit ministry HQ in Ramallah. The decentralization planning process took into account such factors as the legal aspects of informatics electronic link between the district and the ministry center the human resources capacities availability of computerized databases readiness of stakeholders and the internal resources at the district offices. Through discussions interviews and workshops a complete decentralization was prepared and endorsed by ministry.
