The project included a diagnosis of the governance and system at all levels in APLA including the executive body as well as the role of the Board. Policies and procedures for decision making as well as operational activities were all assessed against best international practices. In this project a technical committee was established APLA and the members representing municipalities and the committee was responsible for discussing and approving project outputs. This was done through bi-weekly meetings. A first project output was the assessment report and a development plan. IDMC assisted in preparing organization structure job descriptions internal by-law decision making matrix for the board and the executive body. Work also included development of all operational administrative and financial procedures. Particular attention was paid to membership management members’ services and revenue generating, this project was for 8 months
