This project included the first extensive study of human resources in the Ministry of local government and corporate training needs identification Where the training curricula are designed to fall in seven specific knowledge resulted with  35 training curriculum described reflect the knowledge, skills and abilities required ,In the second phase of the project is the preparation of training materials covering 52 subject of high priority for the Ministry where each folder included material for training trainer and trainee programme contained material on exercises and practical situations from real work.
