The project includes several areas of work: developing innovation strategy, building an innovation system, qualifying municipality to obtain global certificates in innovation, building a system of research and studies, design and build an innovation laboratory, and certified training. This effort includes a comprehensive assessment of the innovation management system and innovations at the municipality according to international standards, analysis and development of a new strategy, set of innovation policies, definition of key result areas and key indicators, all based on local and international standards such as the 4G model, requirements of the European StandardTS16555-1, and criteria of the Global Innovation Institute GInI. A number of accredited trainings of municipality employees in the field of innovation was provided that enabled them to identify, plan and produce new innovations with a clear impact on the work of the municipality. The implementation of the innovation strategy and the measurement of its performance indicators included at least 30 indicators.
